The Cantonment Police have filed charges against the Kerala Secretariat Employees Association (KSEA) for defying the Kerala HC's ban.
SPARK is an integrated payroll and accounts information system that calculates the salary of every government employee in the state.
Home department said no permission was given for videography inside the secretariat.
There shall be an examination at the end of the training.
The accused, Sreejith, had been staging protests in front of the Secretariat for some years demanding a CBI probe into the alleged custodial death of his younger brother.
Tensions escalated as clashes erupted between protesters and police at the main gate of the state Secretariat.
The protest would be led by the Secretariat Action Council, an umbrella body of service organisations with allegiance to opposition parties.
Agitators vandalised the boards placed in front of the secretariat as part of the Navakerala Sadas. Police used water cannon five times to disperse the crowd.
The police force currently operates with the same strength as it did 35 years ago. The ratio of police personnel has not kept pace with the increase in the state’s population.
The threat message was received at the state police headquarters at 11.30 am.
