Kerala's e-stamping system faces criticism over server issues

Thiruvananthapuram: People who have to carry out e-stamping for small-scale transactions that don't require registration are facing financial losses as server problems often disrupt the process. The troubles are aggravated owing to the shortage of stamp papers of small denominations and the insistence of the authorities to shift to e-stamping.
Whenever the server develops a problem while uploading details for e-stamping, the money is not refunded to the applicants on the same day. They are, in fact, forced to spend more money on e-stamping in urgent situations.
Similarly, there is no option to correct any errors on the e-stamp papers which might have crept in while uploading. Therefore, the only option for applicants is to buy a new e-stamp paper. This causes a headache for people who approach stamp paper vendors for e-stamping with the exact amount.
Moreover, less than half of the around 1,500 vendors in Kerala have effectively implemented e-stamping because their commission is lower, and arrangements have to be made to print e-stamp papers on bond paper free of cost. The printing cost for each e-stamp paper is Rs 5.
As a solution to these issues, many people have demanded ending the system of vendors alone selling e-stamps and introduce a facility for the general public to download and print them after paying the amount online. Another suggestion is to collect the printing charge from the applicants, as done by vendors in other states.
