It is unfortunately true that the elections cannot be held smoothly if the whims and fancies of those involved in managing it are always given higher preference. So the only process that works is designating someone for the elections and let them manage the show in the best manner they can. While there are many 'legitimate' ways to escape election duties, many people exploit them to escape.
We need to consider the plight of the people who are assigned as office bearers for the elections. Is there someone to take care of their needs and cater to their requirements, at least the basic ones? Ladies who are posted to far away places cannot cope with the situation easily. Consider the plight of a lady officer who has to go to a nearby home and request their permission to take a bath!
Solutions to such problems can be easily offered by the government if there is a will.
Another problem rears its head when papers are duly submitted and all formalities of the elections are completed. Most of the formalities would extend into the night and once they are completed, officers would find it hard to find a vehicle to reach their homes because concerned authorities remain unconcerned.
Election processes are very interesting. All involved are 'officers.' Once these officers reach a particular place, they are immediately assessed by parties in those areas. Depending on which side you are, facilities afforded to you could increase or decrease. I had a very bad experience when I was posted in an area where a particular party has significant ground support.
Children who were studying in ninth and tenth classes were voting, making a mockery of the election system. The so-called opposition was not in a position even to whimper a sign of protest. That is when a girl came up to me and asked, 'Sir do you remember me? I am Latisha who took part in the story camp for high school students last year. I am in ninth now.' Other than feigning an excuse for a smile, I had nothing else to do. I also came to know about the situation of an agent who questioned such blatant violation of norms. The person was blocked inside the booth and he was reluctant to step outside for fear that someone would harm him. Officers can also face such a problem.
When elections are held, perhaps the government could keep the following in mind.
Provide at least basic facilities to officers who represent the government for the elections
Do not post ladies to faraway places
Ensure transportation facilities especially after the elections are over
Ensure security of the officers
I would also add that officers should not flaunt the power of their position lest they get into trouble.
