Swiss prosecutors accuse the two men, once among football's most powerful figures, of illegally arranging the 2 million Swiss franc ($2.04 million) payment in 2011. Blatter and Platini both deny the charges.
The two men were indicted on Tuesday following a six-year investigation into the payment that Blatter authorised to be paid from world soccer's governing body FIFA to Platini in 2011.
Swiss authorities said on Thursday that proceedings had been launched against the current FIFA boss by a special prosecutor looking into meetings he had with Swiss Attorney General Michael Lauber.
As a result, Blatter, who is currently serving a six-year ban from football-related activities over ethics violations, will not be prosecuted for the matter which relates to selling TV rights for World Cup tournaments too cheaply.
According to the prosecutors, representatives working for Russia and Qatar bribed FIFA executive committee officials to swing votes in the crucial decision of world football's governing body.
