Kerala hosted the first Conclave of Finance Ministers to thrash out ways to secure from the 16th Finance Commission the fair demands of states suffering under what has been termed as the fiscal authoritarianism of the Centre.
The fiscal target was part of India's federal budget, announced on Tuesday by Finance Minister Nirmala Sitharaman.
The Supreme Court had asked the Centre to consider providing a one-time package to the State government by March 31 to deal with its financial issues.
She also said that tax receipts for the next fiscal are budgeted at Rs 23.3 lakh crore and states would be allowed 3.5 per cent of GDP as fiscal deficit.
Last fiscal, the state's own revenue had increased by Rs 17,000 crore.
The fiscal health of the states has improved from a sharp pandemic-induced deterioration in 2020-21 on the back of a broad-based economic recovery and resulting high revenue collections.

On the expenditure side, the government's spending on major subsidies including food and fertilisers, came down around 680 billion rupees during April-June period.
The government is also likely to lose Rs 550 billion to Rs 600 billion in additional revenue after cutting fuel taxes this week to arrest runaway prices.
