In villages where the digital survey has been completed, all applications for the purchase and sale of land are now required to be submitted via the 'Ente Bhoomi' portal. Additionally, a system will be in place to facilitate the mutation of property (pokkuvaravu) from the current owner to the new owner during the sale of the land. It is now mandatory to have a pre-mutation sketch of the land in order to proceed with land sale.
As the survey sketch also changes according to the difference in the area of the land to be transferred, there is no need to submit a separate mutation application to the villages. This survey sketch will also include the details of the property's revenue record (thandaper). The Revenue Department has provided guidelines clarifying the changes in tax payment and land transfer procedures for digitally surveyed land.
In villages where the digital survey has been completed, tax will be collected based on the digital basic tax register. Prior to this, when applications are submitted via the 'Ente Bhoomi' portal, the village officer will conduct a one-time verification of the documents through the portal and subsequently issue a tax receipt.
The online tax receipt will include both the old and new survey or resurvey numbers, which can be verified by the owner or financial institutions such as banks, and other relevant parties.
Taxation according to the area on digital records
Land tax payments can now be made based on the area specified in the digital survey records. Those who have complaints regarding the survey records may register online through the Digital Land Records Management system. At present, the digital survey has been successfully completed as a pilot project only in Ujarulvar village in Kasaragod district. The Revenue Department has announced that a notification will be released shortly after the project is completed in 150 villages.
Colour-coded land
In the process of applying for land sale, the survey sketch will now feature three distinct colour codes to facilitate the understanding of complaints related to land records. Complaints concerning spelling errors in the owner's name and address on the D-BTR and D-Thandaper Register will be indicated in green. These discrepancies can be verified and rectified by the village officer.
The yellow sketches represent those that contain complaints related to ownership or area of the property. The red sketches are those with complaints because they share a border with government-owned land. Upon the approval of the pre-mutation sketch for the yellow and red areas, a watermark will be applied, indicating that there might be changes as a result of these complaints.
