Kerala Infrastructure Investment Fund Board, in the form that it has been known till now, has been buried. Its epitaph was written by finance minister K N Balagopal in his budget speech on Friday, February 7. The unique non-revenue funding model conceptualised by his predecessor, Thomas Isaac, has been laid to rest. Under Isaac, it was the product of a socialist fantasy.
