Hockey India on Monday named a 20-member squad for the tournament, which is a World Cup qualifier.
While Rupinder quit "to make way for youngsters" and announced his decision by posting a statement on his Twitter page, Lakra's retirement was confirmed by Hockey India.
A hamstring injury during the Commonwealth Games meant Rupinder had to be rested for the Champions Trophy where the team finished runners-up.
