CPM State Secretary MV Govindan launched a scathing attack against outgoing Governor Arif Mohammed Khan. He accused the designated Bihar governor of engaging in unconstitutional activities to implement the Sangh Parivar agenda and urged the new governor to function within the confines of the Constitution. Rajendra Arlekar, the 29th Governor of Bihar and the 21st Governor of Himachal Pradesh, will replace Khan.

"The media is glorifying Khan. He is being described as a governor with immense public support. However, many see his opposition to the Left government and his alleged attempts to implement the Sangh Parivar agenda as hypocritical. Many consider this a highly anti-people approach," Govindan said while speaking to the media in New Delhi.

"A Governor should act constitutionally, regardless of whether the government is (led by the) Communist or Congress. Instead, the Governor (Khan) adopted unconstitutional positions," Govindan said.

"The Governor not giving his assent to the bills passed by the Legislative Assembly and sending them to the President only after the Supreme Court's intervention was unprecedented," Govindan said, referring to Khan's decision to sit on seven bills for more than a year before referring them to the President.

After the Supreme Court's reprimand, Khan referred the University Laws Amendment Bill (1st Amendment), the University Laws Amendment Bill (2nd Amendment), the APJ Abdul Kalam Technical University Bill, the Kerala Co-operative Societies Amendment Bill, and the Kerala Lokayukta Amendment Bill to the President in November.

Govindan said the BJP had followed the same pattern when naming Arlekar the new Kerala governor. "The decision on the governor is based on the traditional RSS-BJP system. But I am not making any prejudicial statement now. The new governor should work constitutionally and cooperate with the government," Govindan said.
