Delhi prisons department on Friday said there was 'prima facie lapse' on part of some officials and ordered inquiry.
The CBI had told the court that Malik was a threat to national security and cannot be allowed to be taken outside the Tihar jail premises.
Malik told the court that he will accept hanging if the intelligence agencies prove any terror-related activities involving him.
The two cases relate to the killing of four Indian Air Force officers on January 25, 1990 on the outskirts of Srinagar city and the kidnapping of then Union Home Minister Mufti Mohammed Sayeed's daughter in 1989.
