Thiruvananthapuram: The Union Public Service Commission (UPSC) has returned to the state government a list of police officers who are to be considered for conferring the coveted IPS rank . The UPSC sent back the list for 2016, pointing out flaws in the applications of 22 SPs out of the total 32 on the list.

Chief secretary Paul Antony has asked DGP Loknath Behra to urgently provide the documents that were sought by the recruiter to central government services.

The annual confidential reports (ACRS) of several officers were not provided along with these applications, which were sent to the UPSC after a year’s delay.

In some cases, the ACRs were not reviewed or not acknowledged by the superior. Besides, some applications had only photocopies of ACRs. In some cases, the applications did not have the signature and seal of the superior officer.

Senior officers pointed out that this is the first time that an IPS list with such serious flaws has been sent to the UPSC.

The status of cases against C K Ramachandran, E K Sabu and C F Robert too were not mentioned in their respective applications. The criminal procedures initiated against these officers were not provided in the prescribed form. The copies of government orders on fines realised from some officers too were not provided.

The UPSC has sought authorised certificates in case the ACRs are not available.

The IPS file was held up in the police headquarters and the home secretary's office for about a year. The Central Administrative Tribunal ordered its despatch to the UPSC last month after a few officers on the list had approached it. The chief minister's office too had intervened in this regard.

As the tribunal will hear the case again on March 23, the chief secretary wants all the documents to be forwarded to Delhi before that date. Based on seniority, the names of 32 SPs were forwarded for consideration for appointment to 13 IPS posts vacant as of 2016.

But the home secretary is of the view that if these officers are given IPS, there are not enough posts to accommodate them. Some officers who were promoted as SPs earlier would have to be demoted to DySP rank too. So, it was alleged that certain persons in the Secretariat were deliberately delaying the IPS list.

32 SPs on the list

The SPs who are on the list include: T A Salim, A K Jamaluddin, U Abdul Kareem, K M Antony, J Sukumara Pillai, T S Xavier, P S Sabu, C K Ramachandran, K P Vijayakumaran, K S Vimal, James Joseph, K M Tomy, P K Madhu, R Sukeshan, A Anil Kumar, K B Ravi, E K Sabu, S Rajendran, C B Rajeev, C F Robert, K S Suresh Kumar, Thampi S Durga Dutt, Ratheesh Krishnan, P V Chacko, P Krishna Kumar, K Satheeshan, Tomy Sebastian, N Vijaya Kumar, K Rajendran, A R Prem Kumar, Baby Abraham and T Ramachandran.

Jaya Kumar who was to be included in the list took voluntary retirement.

Posting for 4 new IPS officers

Four officers who were conferred the IPS rank recently have taken charge in their new positions. They are E Shariffuddin, intelligence, southern range; P Sunil Babu, vigilance headquarters; D Rajan, telecommunications; and K K Abdul Hameed, crime branch, Kannur.
