As soon as he took oath as Kerala chief minister in May 2016, Pinarayi Vijayan famously said that each file represented a life. A year down the line, lives continue to be tangled in the state secretariat, the nerve center of administration in the state.

The 26 government departments are yet to decide over 70 percent of the files they had inherited a year ago, according to the latest data available with the Personnel and Administrative Reforms Department. The departments had 1,31,525 files waiting for approval, of which 38,144 were disposed of, according to the data submitted in March. As many as 10,192 of them were older than two years, of which 1,061 were disposed of.

» The Agriculture Department had disposed of 1,229 files out of the 6,138 files pending with it as of March. As many as 601 files were older than two years, of which 83 had been disposed of.

» The Animal Husbandry Department had disposed of 731 files out of the 3,131 files pending with it as of March. As many as 243 files were older than two years, of which 32 had been disposed of.

» The Ayush Department had disposed of 224 files out of the 694 files pending with it as of March. As many as 38 files were older than two years, of which seven had been disposed of.

» The Water Transport Department had disposed of 131 files out of the 414 files pending with it as of March. As many as 11 files were older than two years. They remain pending.

» The Cooperative Department had disposed of 1,060 files out of the 3,593 files pending with it as of March. As many as 343 files were older than two years, of which 61 had been disposed of.

» The Environment Department had disposed of 75 files out of the 1,398 files pending with it as of March. As many as 108 files were older than two years. They remain pending.

» The Finance Department had disposed of 6,053 files out of the 9,615 files pending with it as of March. As many as 324 files were older than two years, of which 16 had been disposed of.

» The Fisheries Department had disposed of 214 files out of the 12,413 files pending with it as of March. As many as 2,106 files were older than two years, of which eight had been disposed of.

» The Food and Civil Supplies Department had disposed of 520 files out of the 2,760 files pending with it as of March. As many as 246 files were older than two years, of which 21 had been disposed of.

» The Forest and Wildlife Department had disposed of 555 files out of the 4,205 files pending with it as of March. As many as 335 files were older than two years, of which 19 had been disposed of.

» The Health and Family Welfare Department had disposed of 2,584 files out of the 10,950 files pending with it as of March. As many as 836 files were older than two years, of which 175 had been disposed of.

» The Housing Department had disposed of 187 files out of the 675 files pending with it as of March. As many as 48 files were older than two years, of which five had been disposed of.

» The Industries Department had disposed of 1,679 files out of the 9,287 files pending with it as of March. As many as 935 files were older than two years, of which 202 had been disposed of.

» The Information and Public Relations Department had disposed of 1,796 files out of the 2,531 files pending with it as of March. As many as 49 files were older than two years, of which nine had been disposed of.

» The Law Department had disposed of 2,914 files out of the 4,474 files pending with it as of March. As many as 19 files were older than two years. They remain pending.

» The Parliamentary Affairs Department had disposed of 135 files out of the 428 files pending with it as of March. As many as 82 files were older than two years, of which three had been disposed of.

» The Personnel and Administrative Reforms Department had disposed of 266 files out of the 1,414 files pending with it as of March. As many as 28 files were older than two years, of which 10 had been disposed of.

» The Ports Department had disposed of 157 files out of the 1,403 files pending with it as of March. As many as 65 files were older than two years, of which four had been disposed of.

» The Energy Department had disposed of 529 files out of the 3,020 files pending with it as of March. As many as 138 files were older than two years, of which only one had been disposed of.

» The Public Works Department had disposed of 1,281 files out of the 5,880 files pending with it as of March. As many as 265 files were older than two years, of which 29 had been disposed of.

» The Revenue Department had disposed of 12,349 files out of the 28,558 files pending with it as of March. As many as 1,897 files were older than two years, of which 197 had been disposed of.

» The Scheduled Castes and Scheduled Tribes Department had disposed of 1,124 files out of the 6,442 files pending with it as of March. As many as 588 files were older than two years, of which 74 had been disposed of.

» The Sports and Youth Affairs Department had disposed of 245 files out of the 1,339 files pending with it as of March. As many as 68 files were older than two years, of which 11 had been disposed of.

» The Stores Purchase Department had disposed of 256 files out of the 609 files pending with it as of March. As many as 27 files were older than two years, of which 14 had been disposed of.

» The Vigilance Department had disposed of 885 files out of the 3,407 files pending with it as of March. As many as 200 files were older than two years, of which two had been disposed of.

» The Water Resources Department had disposed of 965 files out of the 6,447 files pending with it as of March. As many as 574 files were older than two years, of which 15 had been disposed of.
