Thiruvananthapuram: The Examination Section of the Higher Secondary Directorate in Kerala has introduced major changes in the distribution of Plus-Two (Class 12) and migration certificates, causing much difficulty for school authorities. The new procedures are also likely to delay the process further.

Until last year, the directorate sent the certificates directly to schools. However, this time, the directorate has decided to take the certificates to one collection centre in each district, from where the Principals of schools or their representatives could collect the certificates.

In a circular, the secretary of the Exam Section, Dr S S Vivekanandan, has directed the principals to contact the collection centre in their district and learn the day on which the certificates would be distributed from there. It is the responsibility of the principals to ensure that the certificates of all students in their school are present and that these documents are free of errors, according to the circular.

School authorities point out that such a circular would cause severe difficulties for principals, particularly those who head institutions with a large number of students.

Meanwhile, the new measures indicate that the students who cleared the Plus-Two exams will be forced to wait longer to receive their certificates. Even though the results of these exams were announced on May 25, certificates have not been issued to students so far.

"The directorate should withdraw the latest circular and restore the old arrangement. The certificates have to be sent directly to schools," said Anil M George, general secretary of HSSTA, an association of teachers.
